Does Suzerain allow the China option of letting the locals continue speak in their native language but also encourage learning the national language for easier, unified communication among everyone else?

Just those two options? No additional options? Sounds a lot like just a more serious version of NationStates tbh. Political Matters aren’t a case of just saying Yes or No (most of the times). Politics is more complicated than that.
But also in that case I meant like if any of the political parties would propose the law I mentioned to you, the president.
