This proves yet again you have no idea what you are talking about. The Palestinian Authority is not Hamas, often it was in direct confrontation with Hamas.
The Palestinians had a transitional government since the Oslo Accords in 1993. What are you talking about?
A Marshal plan style government, not an extremist controlled oligarchy.
