GDC basically just took the money and did none of the work, lmao. Boeing got an extra $500 million of government funds out of it too when what they lost on that deal is an estimated $320 million. The whole program for delivering just two planes is ~2 billion over budget.
Allegedly the Saudi government diverted those payments for the Air Force One work to finishing their own 787-8 aircraft before dissolving GDC and abandoning the AF1 commitments, critical support for that maneuver
