    When I used to cook steak I’d add so much freshly ground black pepper that it actually was spicy and it was so good. Never thought it was too spicy though.

    Piperine does bind to the same receptor as capsaicin and afaik has the same or similar effect, so it should be possible to make something too spicy with black pepper alone. Though I’ve never managed that.
