I’m having issues with the clock, where often it displays the time one hour ahead and then at some point switches back to the correct time.
Has anyone else encountered this and knows how to fix it?

Are you dual-booting with Windows? I remember this being a constant headache for me back when I was dual-booting, since Windows uses localtime and Linux uses UTC before adjusting the time from an NTP server.
The Arch Wiki has a page on system time, with point 4.1 addressing dual-booting with Windows.
No, I only have Mint installed.
You might have a bad time server or the clock in bios has drifted.
Check the mint docs on how to replace your time servers with the pool.ntp.org servers.
