A report from the state’s Department of Cannabis Control earlier this year found that while the legal market’s production grew 11.8% in 2024 to 1.4 million pounds of cannabis, it was still vastly outpaced by illicit producers who generated 11.4 million pounds. It should have been no surprise that when California raised its cannabis excise tax in July, legal cannabis sales dropped to a five-year low. The increased tax has since been repealed.
