Up front cost: making your own dns how you want it with pihole or any of the alternatives to it
Paid: use your VPNs various dns resolution servers
Dnscrypt-proxy also allows you to easily use DNS servers that offer filtering. It also allows you to block sites by url or ip on the system level. You can use any Adguard style lists, or make your own.
What about unbound?
Just rent the cheapest VPS available and install Adguard Home and problem solved

Another con: 0 support. They don’t answer.
In what way is using NextDNS telling them your IP changes? You’re not using an API token bound to an account. Unless you’re resolving a domain you personally own, anybody could be resolving ubuntu.com or whatever.
i believe you can create custom block.filters binded to your account, not sure and never tried it tho
