As reported by Gematsu: Arc System Works has confirmed to Gematsu the official English title is River City Saga: Journey to the West as initially guessed.

Yes 😆 It looks lile they’re building on the same engine as Three Kingdoms, but the attacks look different on this one. It’ll be interesting to play after Three Kingdoms!
