Years ago Google made a deal with Mastercard to purchase credit card history. And it’s highly likely that companies other than Google and Mastercard have made similar deals.
Even if you aren’t using the public cloud, the public cloud is tracking you.

In this case, it was a British woman who had gone into hiding, so I’d imagine tracing payments to figure out where she is? Of course, it could also be something as dumb as “bullying your bank to freeze your accounts without a court order to lock you out of everyday life.”
