isn’t this why trump wants his “golden dome” - specifically so the us can actually use its nuclear capability with (perceived) minimal retalitory (ahem) fallout?

Not viable. Israel has demonstrated how unviable it is even with their small land area. Fire 50 ICBMs without a nuke for every 1 ICBM that has a nuke and the entire system will be overwhelmed. Even with just a handful of real nuclear missiles that the DPRK has they could bypass it with their other stock as bait, let alone China.
