I would like to see them try. If they try to force chat control onto European linux computers we can just get our OS updates from african or asian servers VPN traffic can be disguised. Even the Chinese have problem detecting and blocking it. SSH tunnels can replace VPN’s. SSH has plenty of legitimate uses.
Even if they somehow manage to seize total control of the internet (which is VERY unlikely) we could just switch to a completely different protocol like meshtastic

Why not use software, that cannot be controlled by design? A zero trust, peer to peer network.
I think for short range communication there is Briar, which works with wifi, bluetooth, and I think optionally the tor network
