Usually, yes, just fly over everything. The problem is that most buildings don’t have rooftop entrances and we have to actually be at street level to enter. In urban areas like this, people don’t look up, so they’ll never see you try to vertically merge into their lane from above. You have to land safely as close as you can, then be a land vehicle or a pedestrian until you reach the door. Like a Final Fantasy airship, basically.
