I think what would be more accurate is to say that studying Marx (or any theorists) alone doesn’t give one the willpower to truly commit to being a communist. This helps explain the issue in the western left as a labor aristocracy with an understanding of class dynamics. There are many well read people who can emulate the aesthetics, language, and cultural relics of communism history but when push comes to shove, they aren’t truly committed to destroying the system they benefit from.
Poverty and oppression alone obviously doesn’t produce Communist thought, if it did we would already be living under Communism.

USAID’s work in South Africa was an attempt to paper over the obviously communist and worker led anti-apartheid movement and take undue credit for ending apartheid. If you look it up, defenders of USAID love to say that they “laid the groundwork for ending apartheid” and “were an important part of ending apartheid” which is obviously just racist nonsense. No amount of US support or opposition would have been needed to ensure success or hinder the movement, it was an African movement by and for Africans whose time had come.
As you can tell, their role in being “anti-apartheid” was in line with their soft power goals and typical scope of work, but in this case since it was clear that they weren’t going to get their people in charge, they had to look like they were in the right side in order to legitimate themselves to the anti-apartheid movement that would be taking power.
How is it a coup when they said they were going to do this and the people still voted for them and their opposition handed over the keys and said “welcome home?” They didn’t take over the system by force, they were given the red carpet treatment to a system they already had a significant control over via owning politicians and lobbyists.
Now that the mask is off, people want to act surprised that the same unelected billionaire class continues their dictatorship.

Yes I think their strategy changing doesn’t mean an end to regime change operations and military force against enemies, it just means paying for that with the money saved from aid and subsidies for allies drying up.
Of course this is still good overall, because more nations will become US enemies and the US will become increasingly isolated. Even if countries are successfully bullied into worse positions by the US, they won’t be happy about losing vassalization, and if they are forward thinking they will know that pivoting to being under the stability of BRICS+ is the only sober path forward.
It’s going to get worse for the citizens mperial core and vassals but we could see improvements for people elsewhere at the same time
