In reality, the rust in a steel frame isn’t usually bad enough to make the frame unusable. The bigger problem is interfaces between parts. Seatposts love to get stuck in steel frames that have been left in the rain too long. Screws, too.
Aluminum, titanium, and carbon frames will not corrode significantly in wet weather. In rainy areas you will sometimes find people who have a winter bike in one of those materials, and save their steel bike for the drier months.

If the FDIC goes away, then the question is which bank will be less likely to suffer a bank run. That is really hard to predict, since it is all about consumer confidence and marketing perceptions. Is your local savings-and-loan safer because they are stable and boring? Or is a huge national bank safer because it’s “too big to fail” and more likely to be bailed out in a crisis?
The best bet is diversification. Spread your savings among multiple banks, and consider putting it in things other than US dollars: real estate, gold, foreign currency, etc.

I think your question needs some clarification. By “flat rate” do you mean a fixed percentage income tax on individuals, or a fixed percentage consumption tax like a universal sales tax? If it’s an income tax, do you only tax wages or do you also tax interest, dividends, and capital gains? Would any deductions be allowed? Is it only a tax on individuals’ income or do you also tax money earned by legal entities like businesses or investment trusts? If it’s sales tax, do you exempt necessities like food or medicine from the tax?
