Skimming through that article didn’t really glean me any real information. I assume this is about the axes they have in server rooms in case of an insurgency/invasion?
I used to work alongside the US Navy and they keep axes in any room with any sort of data in it. In the case of emergency, you start axing the servers. Scorched ground or whatever they call it

You’d think so, if you didn’t know the amount of electrical safety that goes into those plans. The only way you’re getting shocked is if it you get incredibly unlucky and manage to cause an arc flash

I think this is more of a metaphorical axe, referring to terminating programs and contracts which are deemed to be underperforming.
