Cute Russian comic. The home of the official English version is here if anyone wants to skip ahead (or support them): https://boosty.to/gabiconomics-en
Pricing, as the name implies, is the process of setting a price. Depending on the scope of a business, there are multiple approaches to pricing - while we most often see comparative approach on the market level, innovative products may require a lot of deliberation to set a price for.
Some of those poses in the second panel make me think this is another larger-scale reference that isn’t clicking for me.

So I need to become familiar with every Ilya Repin painting and go back through the comics?!?
I haven’t kept great track of the wheel prices over time, but if we return ideas from the earlier comic on Sam Vimes’ “Boots” theory, 80 coins sounds like a deal if this wheel lasts 5x+ longer than one without a hoop - especially when you start to factor in things like needing to carry more replacements for frequent breakage.
Oh absolutely. This is likely to return as the indestructible GDR glass problem though.
Maybe I’m underestimating the added strength, but I figure they’d be significantly stronger but not (near) indestructible. Premium products can demand a higher price while still having a finite lifetime - 80 coins might be underselling it compared to its practical longevity compared to a standard wheel, though, which would might cause the same problem.
You’d think it’s not just longevity but reliability during a trip that it would solve too. Imagine how many carts break down mid journey and take several hours to fix. Eliminating these breakdowns is gonna be a significant increase to business efficiency everywhere because it’s a logistics improvement.
