It would be cool to have an achievement manager work for no matter where you buy a game, as steam games do not always have have the same achievement support as consoles.

I don’t think anything like this exists for modern/native games, but RetroAchievements supports many different emulators.
+1 for RetroAchievements.
Has achievements for 75%ish of all the PS2 games I play.
