Yep, scanning Bluetooth and WiFi of passing devices means that they can track your movements on foot, bike, scooter, or public transport, just as reliably as in a car.
Calling is a license plate reader is a lie to get them installed by municipal governments. They are high resolution AI survellience cameras that track people using any information they can gather. They also record network signals to associate you with any devices you frequently carry.
There are installations of these cameras on footpaths, and other places without car traffic. Flock cameras are not a car related issue.
