    It doesn’t mean he was thinking about assassinating Trump.

    Besides, California gun laws can be complicated, he could have bought an “illegally modified” AR back when the mod was legal, and was unable to de-modify it. Many California gun owners may have illegal firearms (purchased legally then later made illegal through legislation) at home and not a lot of solutions to resolve it besides a buy-back program which offers like $100 gift cards.

      Also ghost guns exist as well.

      I thought the buy-back program officially stopped when people started turning in homemade\printed\ad-hoc “guns” just to get the cash. It maybe still exists.
