It’s a weird choice of words. “pénétrer” is hardly used in this context in French. “Entrer” is used and means the same as enter in English. You can use “pénétrer” in French outside its sexual context but it often means entering in a specific way that usually involves force, which is a strange choice in the case of a bus.
