To get back to you about using a different version, I’ve tried downloading older versions as recommended, but I still have the same low FPS problem. I was able to make it run with a high framer ate by adding PROTON_USE_WINED3D=1 but this would cause graphical glitches, especially at the start screen with the heat/smoke blur effect which would just turn into black squares.

No. They may have the source code, but they don’t have the human resources to work on fixing security problems, major bugs or maintain it to keep following internet standards. They’re just a small team working on anonymizing it.
