We haven’t had armor that can properly stop long arm fire for hundreds of years. Early firearms could be stopped by late chest plates but modern armor is a backup plan. We can reliably protect people from bullets like level four plates will stop a few rifle rounds but they are big enough we can only armor people in very limited ways with them. With the level of protection in the armor in the video you could be confidently safe from any civilian weapon. Which is a wildly diffrent idea than bullet proof vests giving you an extra chance to escape.

So yes, it still lacks mobility aids this armor, from some five years ago represents a fundamental change in a person’s relationship ship to the wold around them. So it will be interesting to see when this gets cheap enough to give to swat teams what kinda possibilities are opened up.

New prototype rockets do usually lift some inert mass about the same as a satellite, to be able to see how the rocket actually flies with a satellite without risking an actual expensive satellite. It’s usually a block of concrete. That rocket was going to be launched regardless, and it was going to have a heavy test payload anyway to get the math right, so why not chuck a car into the asteroid belt? It had the side benefit of being something way less dangerous than a solid concrete block if anything went wrong and the whole thing had come crashing back down to Earth.
