An elected official speaking like this to the public means they’ve completely lost their fear of repercussions. They’ve lost their fear of public backlash, of public perception. They’ve lost their fear of being voted out.
It means that in his mind there’s nothing to fear. He thinks he’s untouchable. He’s above you and everything you think and do. He’s your ruler and you’re his subject.
It means he’s no longer afraid of you having a democracy.
Unfortunately their Republican supporters does not seem to give a shit, scandal after scandal. So he’s right.

Regardless, it’s pretty specific on a lot of things like “Thou Shalt Not Kill”. There’s no caveats to that, like it’s okay if you tell someone else or an autonomous drone to kill it’s not your problem when they do it, or you can totally murder people if they might be doing something you think is bad.
