I can’t really blame someone from doing everything they can do to escape a lawless gang of criminals. Like, you go with them and you’re already fucked.

They’re enforcing something but it’s not the law. It’s the decree of the supreme ruler.
So I guess it’s the law in some sense if you would consider Royal decree the same thing as legislation.
But maybe jokes on me that I still think there should be such a thing as actual laws.
The President is head of the Executive Branch and ICE falls squarely under that branch.
